21世纪初起，生物科技发展神速，大幅度改善了医疗，延长了人类的寿命。但全球各国至今尚未有统一的监控，结果引起一连串医疗事故和抗药恶菌等问题。种种问题惹来社会各界关注，联合国带头拟定监管生物科技研究和发展的国际公约。

与此同时，先进机械人的发展步伐越来越快，其中日本更是机械人科技的领导者，发明了更耐用以至跟人类仿真度极高的机械人，垄断了由家居以至军事用途的机械人市场。由於这些科技被视为人类的威胁，联合国以对待生物科技的同样态度，於2067年建议订定监控机械人科技的条约。

作为机械人科技龙头大哥的日本当然立即反对条约，但於决议会中未能成功推翻投票结果，於是退出联合国以示抗议，更决定实行锁国政策，关上对外的大门。

2077年，即是日本实施锁国的10年后。筑起一道超高密度磁场围墙的日本，没有外人能进入，国民亦不准离国；更隔绝了他国的卫星监察，成为一个极度神秘的国家，被其他国家视为对地球的一大威胁。

美国获得情报，指日本正在发展一种全新的大杀伤力武器，严重威胁全球人类的安全。为此，美国派出「梭特」（SWORD）特种部队，秘密潜入日本，找出武器的细节。部队由女司令慧思（Vexille）带领，连同她的同僚男友里奥（Leon），一同进行这项危险的任务。

依照精心策划，梭特成功闯进日本，并於东京湾区登陆。虽然牺牲了不少队员，但慧思和里奥继续奉命行事。因受到袭击，慧思与男友失散，独自逃到海上，被一群由女司令玛利亚（Maria）带领的东京地下武装组织救起。出乎意料之外，慧思发现日本竟然….
